Google Play 12 testers for 14 days, explained
If you opened a personal Google Play developer account after November 13, 2023, you can't publish your app to production right away. First you have to run a closed test with at least 12 testers who stay opted in for 14 days in a row. Only then does the "Apply for production" button unlock.
Short version: 12 testers, opted in, 14 consecutive days, then apply. If the count drops below 12, the 14 days start again.

| Account | Closed test required? |
|---|---|
| Personal account, created after Nov 13, 2023 | Yes |
| Personal account, created before that | No |
| Organization account | No |
How to set up the closed test
- In Play Console, open Test and release → Testing → Closed testing and create a track.
- Upload an app bundle to the track and send it for review.
- Under Testers, create an email list. You can type addresses or upload a CSV.
- Copy the opt-in link and send it to your testers. They must open it with the same Google account that is on your list.
- Wait until at least 12 of them have been opted in for 14 days in a row.
- On the Dashboard, choose Apply for production and answer Google's questions about your test.
Why most people fail the first time
- Exactly 12 testers. One drops out on day 10 and the count is 11. The 14 days start over.
- Wrong Google account. A tester opts in with a different account than the one on your list, so they don't count.
- Nobody uses the app. Google asks how you tested and what you changed. Empty answers can lead to a rejection.

Common questions
Does the 12 testers rule apply to organization accounts?
No. It applies to personal developer accounts created after November 13, 2023.
Do the 14 days have to be in a row?
Yes. Google checks that at least 12 testers have been opted in continuously for the 14 days before you apply.
Do testers have to keep the app installed?
What Google counts is opt-in to the closed test. Testers who opt out before 14 days don't count. Real use of the app also helps when Google reviews your application.
